You don't even have to subscribe monthly, you can take premium once and download most of the material you need.
Turbobit provides many payment systems, including PayPal. To do this, you must first register.

If PayPal is not immediately displayed as a payment system, you can find it in the list of resellers - Turbobit, as far as I know, has verified resellers. Moreover, PayPal is a safe system and you can cancel suspicious transactions at any time.
Also, if you want, you can unite with other users who write here that they cannot download, and jointly purchase a premium account - this will be more beneficial for everyone.

You can select the first reseller that accepts PayPal, and you will be redirected to their page. Then select the plan you need and go to the payment page, where you can select the method that suits you:
