Congrès de Vienne was founded in 1993 by Stéphane Dusson from Saint-Etienne, France. He plays bass, synthesizers and uses his voice with a changing group from various people playing bass, synths, guitar and drums, including Nicolas B., Laurent S., Banec and Lionel P..
The music is a very minimalistic, atmospheric and rough style of coldwave with Dusson's lyrics delivered in a spoken word style.
